Fallo en la instalacion, "Strict Standards"

Versión de phpBB: 3.0.4 (intentando instalacion)
Servidor: Propio, windows recien formateado, pentium III
Se que no dais soporte a foros en localhost, pero al no tener foro activo al acceder a el sale la web del router, tengo que abrir puertos y demas, no obstante hare la pregunta haber si me la podeis responder por favor.
Bueno, cuando estoy instalando phpBB 3.0.4 recien descargado ahora y le meto todos los datos de la base de tados y tal, puedo llegar hasta el paso en el que me pide en nombre del administrados asi como su contraseña y su email, al dar a adelante, da el error. el error en cuestion es este:
Strict Standards: Non-static method utf_normalizer::nfc() should not be called statically in C:\AppServ\www\phpBB3\includes\utf\utf_tools.php on line 1781
He probado a meter dos veces en el servidor los archivos pero sigue dando error, me los volvere a bajar y reintentare

Al reintentar con nuevos archivos me ha dado otro error parecido, peor con mas lineas

Tu mismo lo has dicho ,no se da soporte a foros en local.

Si, ahora me da ese eroor, ¿como lo puedo subsanar?, ya he podido instalar el phpBB 3.0.4. Haber si me echais una manilla

bueno si, ya esta arreglado, era un fallo en el codigo del apache que no le dejaba asalir mas alla de la red local, ahora va perfectamente, ahora solo me queda modificar la columna de usuario que salga a la izquierda y no a la dececha como esta puesto por defecto, vamos que esta aqui colocado. Haber si alguien se registra que no tengo ni 3 usuarios, haber si me lo indexa google xD.
